This study aimed to discuss: the work procedures of the Ministry of Justice and Legal Affairs in reviewing legislation, the role of the Ministry in the stages of law, and in reviewing regulations, decisions and international agreements. The study adopted two approaches: the inductive approach and the descriptive analytical approach. The study concluded with many results, perhaps foremost among them: The Ministry of Justice and Legal Affairs has a vital role in the legislative process, not limited to mere drafting of legislation before its approval, but even after its referral to the Council of Oman and its approval. The stages of issuing the law in the Sultanate of Oman are similar to the stages known in the parliamentary system. There is a peculiarity of the legislative process in the Sultanate of Oman in terms of the relationship of the Council of Ministers to the Council of Oman and the latter's relationship with the Sultan. The study recommended; that the legal regulation is made by the legislator of the procedures for approving the law from the government.
