THE ROLE OF THE “SHURA” COUNCIL IN MONITORING GOVERNMENT PERFORMANCE: ANALYTICAL FIELD STUDY IN THE SULTANATE OF OMAN
Abstract
This quantitative study discusses the role of the “Shura” Consultative Council in monitoring government performance in the Sultanate of Oman. The problem lies in the lack of any previous study that would have discussed the work of the Council and its mechanisms used as control function of government agencies, which is as per researcher's knowledge. The purpose of the study is to identify the role of the “Shura” Council in monitoring government performance and to discuss the mechanisms followed by the Council in monitoring government performance. The researcher adopted the analytical descriptive methodology, where the research society consisted of 85 members of the “Shura” Council in the Sultanate of Oman. The researcher distributed 70 questions to the members of the council before one of the session which represents 76.3% of the total Board members. The results showed that the use of the meter as control tools on government institutions is high, and the mostly used tools were the question tool, while the least used are the interrogation tool. The levels of regulatory instruments in government institutions are strong, and the most powerful tool is the discussion, while the lowest is the power of the rapid statement tool. The study recommended intensifying the use of "urgent statement tools" and "truth-finding" and "interrogation" methods for monitoring the government institutions because of their high importance.
