STREAMLINING MANAGEMENT SOLUTIONS FOR ECONOMIC, EFFECTIVE AND EFFICIENT SPENDING OF RESOURCES FOR SECURITY AND DEFENSE
Abstract
The paper makes analyses of the role of financial
provision in the strategic management of the resources in the security and
defense system of the Republic of Bulgaria as a country part of the EU and
NATO. The main thesis is that the management of defense and security system
should be treated as an economic activity, i.e. in accordance with the
principles of the market orientation and effectiveness. The issues of
effectiveness and efficiency are scrutinized in the context of financial
management and the use of resources in the whole system. Main conclusions focus
on the need of assuring security and defense as a public good by new operational
capabilities adequate to the dynamically changing environment.
