Abstract

The study aimed to discuss the impact of the dimensions of local administration efficiency in achieving development programs in the state of Salalah in the Sultanate of Oman through customs and traditions as a moderating variable. The problem has emerged in the increase in service crises in the periphery administrations and local administration units. Local communities, with their culture and social peculiarities in terms of customs and traditions, can hinder the implementation of development projects, as the emergence of negative attitudes from the people has caused a delay in the completion of many development projects. Therefore, the study aimed to discuss the extent of the local administration’s contribution to achieving development programs in the state of Salalah. Discussing the impact of social customs and traditions on the level of development in the state. The study adopted the descriptive analytical method. The study population was (2200) employees, and the researcher chose a stratified random sample according to the table of Greste and Morgan (1970), consisting of (327) employees. The questionnaire consisted of (50) statements, distributed in three axes. Statistical methods: descriptive analysis, confirmatory factor analysis, according to the statistical program (SPSS) and (AMOS). The study findings were: The structural model of the study showed that there was a statistically significant positive effect of the effect of the efficiency of local administration on development programs in the state of Salalah. It showed the value of the path coefficient: The effect between these two variables was significant, and the value (Estimation) indicated the strength of the influence of the independent variable on the dependent variable, and it was (0.78). There was a relationship between the mediating variable, customs and traditions, and the dependent variable, development programs The P-value is equal to (0.000), which is less than (0.05), and the effect value is equal to (0.19). Therefore, this indicates the existence of an effect of the intermediate variable, customs and traditions, on the dependent variable, development programs.
