The study population consisted of (1640) supervisors and (129221) teachers, a stratified random sample of (380) educational supervisors and teachers was selected, according to the "Steven Tampson" equation. The researcher developed two questionnaires by making use of the theoretical literature; The ethical leadership questionnaire consisted of (58) phrases distributed in (4) axes. A quality decision-making questionnaire consisting of (30) phrases distributed in (4) axes. Statistical methods: descriptive analysis, Pearson correlation coefficient, Cronbach's alpha coefficient analysis, multiple linear regression analysis. The findings revealed that: the level of availability of moral leadership among school principals and their assistants varied between a large and a very large degree. The general arithmetic mean of the sample responses was (4,14). The axis (attributes of human relations) ranked first in a very large degree, while the rest of the topics got a large degree. And ranked last axis (personal moral qualities). The degree to which the quality of decision-making is practiced; Three axes came to a large degree and one to a moderate degree. The mean of the arithmetic averages for all axes was (3.72) to a large degree. The axis (setting alternatives and comparing between them) ranked first, and the axis (assessment of results) came in the fourth and last rank.
