Abstract
If the head of state is the person or entity that has authority and control over the management and leadership of the affairs of a group of people or a specific society, and is responsible for making decisions and setting policies and laws that regulate people’s lives and their impact on the surrounding environment, then the types and patterns of governance are numerous among the different systems, including: That is democracies, monarchies, republics, and communist regimes. The responsibilities and powers of the head of state depend on the cultural, historical, and legal context of the country, or the region in which he assumes power, and the closer the method of selecting the head of state is to democracy, the closer it is to accountability. However, if the appointment is based on the minority or other means, then the ruler has the greatest extent of responsibility. In fact, some constitutions have made the ruler’s self-inviolable and inviolable. In the Islamic perspective, the system of government in the Islamic state did not make the ruler; He is inviolable and inviolable. Rather, he acknowledged his responsibility of all kinds, and established the necessary penalties, which in some cases may reach the penalty of dismissal.
